现在这个人已不在北京了,如果选择had been 或had stayed 的话又与last month相矛盾因为lastmonth只能与一般过去式连用,再者,对过去的一段时光的表达就用一般过去时态
如 I stayed in Shijiazhuang for a week 我在石家庄呆了一星期（现在已经不在石家庄）
I have stayed in Shijiazhuang for a week
我在石家庄呆了一星期了（现在在石家庄）

问题是现在完成时，你总不能用过去完成时来回答吧

因为last month为具体时间，所以用过去时而不用现在完成时或过去完成时

你最近到过哪里？（你这些天去哪里了？）
因为后面介词是in已经确定了。。。不然可以用 have been to
stay 这里不能用完成时。。。
was 可以表示状态。。
我上个月因公在北京待了一个礼拜

因为have been是现在完成时态，如果你要加have或had只能用 have had 。而这就表示你有某样物品
现在完成时中必须有have 这个不分人称
还有就是答句中有last,表示过去，所以要用过去时，这个你应该懂。

表示的是过去的一个事实，直接用was，像问你以前在哪里工作，也是习惯性用法，不一定看到时间段就用完成时，没有必要，况且也有具体时间

因为last month 是过去时，故用过去式was.
